Selection Procedure and Appeals

1) Selectors
For each of the three categories (open, junior, cadet) in each of the six weapons, selectors must be three or five in number. If three, a reserve must be nominated. A person may be a selector at several categories/weapons.
Selectors are appointed by the appropriate weapon committee (Foil, Epée or Sabre).

Selectors:
* may not be coaching any fencer in the top 20 of the ranking of the weapon/category concerned at the start of their season (in the case of any dispute as to whether a person is defined as such, the decision of the International Committee shall be final).
*× may not be in contention for selection for that weapon in that category or in another category if that results in a conflict of interest (e.g., availability of places for A-grades), or be parents or partners of these same fencers.
*× must be paid-up BFA members.

Names of the selectors for the forthcoming season, together with that of their chairman, and confirmation of compliance with the above conditions must be notified in writing by the appropriate weapon committee to the International Committee:-
× Cadets/Juniors: by 14 days after Easter Monday.
× Open ('seniors'): by 14 days after the last day of the World Championships/ Olympics.


2) Selection for World Championships and European Championships.

The IC will confirm to each weapon committee chairman the cut-off date for competitions counting towards the appropriate selection by the close of the appropriate previous year's World Championship. Individual weapons/categories may choose to pick an earlier closing date but not a later one than the one indicated by the International Committee. They must publish their chosen date within 28 days of the last day of the appropriate previous World Championships. This date can only be changed with the approval of the IC and cannot in any event be brought forward unless there are, in the sole opinion of the International Committee, very unusual circumstances.
The Selectors shall be entitled to rely on the accuracy of any results/rankings/point lists as they appear on the relevant web site and it shall be incumbent on any fencer to notify the Team Captain immediately of any mistake that may affect his eligibility for selection.
All selectors must meet physically or the whole process must be conducted by conference phone call or e-mail (consultation by the chairman of the selectors with individual other selectors separately is not sufficient).
The Selectors when undertaking the selection process shall not only take account of the fencer's ranking but also consider any other factors that influence fencer’s eligibility for selection having regard to the fencer’s fitness or not being in full training or inability to meet any Selection Condition. Selectors reserve the right to set conditions relating to future behavior on selection.
The Selectors may also select and name reserve fencers for each relevant competition and select officials and coaches.
A spokesman for each team of selectors concerned must attend the lC selection approval meeting and present the names of the selected fencers and any reserves and provide the following information:-
× A statement of the date of the selection, who participated and whether the decisions were unanimous or not.
× Evidence of the appropriate points/ranking systems.
× Confirmation that the points ranking of the fencers are unchallenged.
× Confirmation of the fitness/training information.
× Details of officials and coaches selected.

The IC either approves the weapon/category selection of fencers or sends the selection back to the selectors en-bloc in which case the selectors shall reconsider and advise the IC of their selection. The IC may at that point either approve the selection, or ask the Board (or a sub-group designated by the Board), to decide the selection.
The IC may propose modifications to the officials/coaches individually.
Where relevant, the lC receives the selection of referees made by the Referees Committee.
The IC selects the overall Team Manager.|
The IC presents the team en-block to the Board for approval, advising the Board whether any weapon/category selection has not been approved by the IC. The Board normally approves or sends a whole weapon selection back but the Board has ultimate power to change individual selections.
After the selection procedure has been concluded and the selection approved, the Selectors may review any individual selection in case of injury or failure by a fencer to comply with any Selection Condition. Any change in the selection shall be made by the Selectors and should in the normal course of events (except in the case of urgency) be approved by the IC.
Immediately before the departure for, and during the currency of, the World and European Championships the overall Team Manager shall have all the powers of the Selectors and the IC to select additional fencer(s) or replace a selected fencer.

3) Selection for A-grades.

The selectors shall be responsible for selecting fencers to participate in A-grade competitions. The decision of the selectors shall be made by a majority of selectors and by such means as the chairman of selectors may determine (it may be by consultation although meetings are preferable).
Any fencer selected may be required as a selection condition to contribute towards a fund established to meet the cost of sending referees to competitions.

4) Appeals

Appeals relating to selection or non selection shall be made in writing by the fencer affected to the Board, stating clearly the grounds for an appeal.
Appeals relating World and European Championships selection shall be handled by the Board who shall consider the matter in a properly convened meeting.
Appeals relating to A grade selection shall be referred by the Board to the Selection Appeals Group, which shall consist of three Board members who, together with a reserve, are nominated for a year at the first Board meeting after the AGM. Selection Appeals Group shall consider the matter in such manner as they see fit.
